I found a couple used Weber carbs for around $150-$200 bucks, how do I tell what size they are and what size works best on a 1.3?

It should be marked on the side of the base plate.

If you're set on getting a weber than get the 32/36.   The 34 is a knock off and 90% of the people that have them tend to have problems with them.

I'd only recommend the 38 outlaw if your engine is "built" to use it.
